You receive ‘Error: Server service not started’ when you attempt to share a file on Windows XP?

You say that the Sharing tab doesn’t appear in Explorer. Is the ‘File and Printer sharing for Microsoft Networks’ service installed on your network connection.

To check this go into Control Panel and open Network and Dial-Up connections. Open up the properties for your network connection and you get a list of components used by this connection. To enable sharing of files/folders the ‘File and Printer sharing for Microsoft Networks’ service needs to be listed here. If it isn’t then click on Install. Select ‘Service’ and click ‘Add’. Then select ‘File and Printer sharing for Microsoft Networks’ and click ‘OK’.

This should enable the Sharing tab for you when you go back to Explorer.
